ZOV Maps version 14.14

Major changes:
1) the online system layer «GEO Priority» was added (source: https://t.me/priority_geo);
2) the editing procedure has been improved, now clicking on any linear, area (compound) object moves the nearest vertex of the graphical object to the map centre;
3) Improved «Quick Selection» task: added a tool to copy / move objects to a new layer.
